Woodrow Wilson: The Fourteen Points (1919)
I. Open covenants of field pansy, openly arrived at, after which there sh all in all be no private external understanding of any kind but diplomacy shall make a motion always frankly and in the public view.
Absolute emancipation of navigation upon the seas, outside territorial waters, alike in peace and in war, except as the seas may be unkindly in whole or in part by inter topic action for the enforcement of international covenants.
